Regulatory guillotines: international experience in removing barriers to business and investment
Abstract
The article analyzes the ways to improve governance effectiveness in the Russian Federation, to reduce administrative burden and the scale of state involvement in the economy. These factors are expedient to achieve the social and economic goals the government has embarked on. Special attention is paid to improving control and enforcement activities which is one of the key areas of public administration reform. Raising efficiency of control and enforcement activities calls for cutting red tape and reducing regulatory norms and related types of control and enforcement activities and respective government functions. Such reforms could be performed by using regulatory guillotines which, based on the review conducted in the paper, is relevant both for developing and developed countries such as the US, UK, France, and New Zealand.
