Renewable Energy Protectionism and the World Trade Organization Regime

Abstract

Рассмотрены меры государственной поддержки альтернативной энергетики в Китае, Индии, США и в государствах — членах Евросоюза, являющихся крупнейшими рынками электроэнергии, полученной из возобновляемых источников, а также основные положения соглашений ВТО, связанных с данной областью. В настоящей работе исследуются области расхождения между задачами природоохранной политики и правилами ВТО; выдвигается и обосновывается предложение о выработке в ходе переговоров соглашения по проблематике возобновляемых источников энергии, которое обеспечивало бы государствам-участникам некоторое пространство для маневра в деле развития альтернативных источников энергии для нужд национальной экономики. Исследованы области расхождения между задачами природоохранной политики и правилами ВТО, обосновано предложение о выработке в ходе переговоров соглашения по проблематике возобновляемых источников энергии, обеспечивавшее бы государствам- участникам некоторое пространство для маневра в деле развития альтернативных источников энергии для нужд национальной экономики.
